Maurice Rahming and Ali O'Neill are the owners and operators of O'Neill Construction Group.

 

Our company was launched as an electrical contracting business in 1998. It has since grown into a general contracting enterprise that integrates self-performed electrical, masonry, carpentry and painting work with all aspects of construction management.

 

We've grown from two employees at O'Neill Construction Group Inc. in 1998 to more than 50 employees in 2015. We have been performing general contracting work since 2006 and have increased our project volume from $580,000 in 2006 to $13.9 million in 2014. We have directly managed and completed $37 million in general contracting work and over 75 successful projects. We are MBE and DBE certified in Oregon and Washington, as well as a Veteran-Owned business.

 

Maurice Rahming has been a journeyman electrician, foreman, and general foreman for more than 20 years and was appointed by Oregon Governor John Kitzhaber to the SAIF board of directors in 2014. He is active on numerous boards and committees, including the Portland Fair Contracting Forum, the Oregon Department of Transportation Industry Leadership Committee and Enhabit. He has served on the Mayor’s Fair Contracting Forum, is chair of the CEWP Stakeholder Evaluation and Implementation Committee, a member of the Portland Youth Builders board, co-chair of All Hands Raised' Cradle to Career committee, former board chair for the Bus Project, chair of the Metropolitan Alliance for Workforce Equity and chair of the City of Portland's Labor Management Community Oversight Committee.

 

Maurice has worked with Multnomah County to set up a county-wide legal summit on DBE utilization and has been active in ensuring that ODOT follows federal law with regard to DBE participation.

 

Maurice won a “Newsmakers” award from Oregon's Daily Journal of Commerce and has been inducted into the National Association of Minority Contractors Hall of Fame, where he previously served as vice president.

 

Ali O'Neill is the company's co-founder and operations manager. She is responsible for day-to-day and strategic management, financial oversight and budgeting. She has served as project manager for PCC Southeast Center, the Beech Street Apartments, the Butte Hotel renovation and the USFS Corvallis Lab remodel. In addition to teaching leadership classes at Oregon Tradeswomen and a job shadow program for low-income high school students, Ali serves as a board member for the Oregon Workforce Investment Board, a board member and board treasurer for Oregon Tradeswomen and a board member for the Wayfinding Academy.

 

Our O'Neill Walsh Community Builders partnership has given us opportunity to expand our capacity and work on multiple construction and contract types over the last five years. Recent projects in partnership with OWCB include Beech Street Apartments ($11 million) and Portland Community College Southeast Center ($40 million). The PCC project was uniquely structured in that it allowed O’Neill to directly manage and construct $11.8 million of work.

 

Recent general contracting projects we've completed, independent of OWCB, include the John Day Fish Ladder ($3 million), Veteran's Administration IDIQ ($5 million), US Forest Service Corvallis Lab ($4.2 million), and Veteran's Administration Walla Walla ($4.8 million).

The O'Neill Construction Group began in 1998 as O'Neill Construction Group Inc., an electrical contracting enterprise, working throughout Oregon and the Pacific Northwest. The business has grown to over $10 million in annual sales with more than 40 electricians in the field. In addition to our general and masonry contracting, we take great pride in our electrical work, where we have built our reputation. O'Neill Electric is a graduate of the Port of Portland's Protege progam and won the Minority Business Opportunity Committee’s Minority Construction Contractor Award in 2004 and 2007.

 

In 2014, O'Neill acquired Howard Jacobs Masonry. Howard Jacobs Masonry has been a staple in the masonry business in Portland since 1946. Ranging in scope from small brick restoration projects on the campus of Lewis and Clark College to large concrete-masonry-unit projects for new construction in the Pearl District. Our in-house team of skilled masonry craftsman are ready to assist on projects of any size and can ensure that all of your brick, concrete block and stone work is done to code.

 

In 2011, O'Neill formed a partnership with Walsh Construction Co. in order to align missions, while sharing resources and competencies. The resulting partnership, O'Neill Walsh Community Builders, provides construction management and general contracting (CMGC) services for projects of all shapes and sizes, with an emphasis on sustainability, affordable housing and community equity.
